As to the two officers Mesere. Clarke and Last

in

the New Territories the District Officer Mr. Ross has made two special reports concerning the working of these two officers. The se reports are embodied under C Distilleries. The suggestions made in

the last report dated 15th March have been recommended by Lisut. Beckwith and I concur with him that an allowance to undertake the collection in conjunction with his ordinary duties be given to Mr. Last.

An allowance under similar conditions should also I suggest be given to Mr. Clarke who at present is receiving a monthly salary of about $216 for collecting duties amounting only to some $500 per month! Mr. Last's dietrict is of much less importance than that of Mr. Clarke, the allowances might be $25 and $50 per month respectively, irrespective of whatever advancement in rank may be given according to Mr. Ross's suggestions.

I am of opinion that where it would prove too costly to have a special Revenue officer to attend to distilleries that the District Police officers might be ordered to cooperate in the Preventive Service and collection of duties. An allowance of from $10 to $20 per month according to the importance of the district to be issued for such services. With his authority as a Police Officer and in his frequent daily rounds he would effect a good control of distilleries and check their daily output and deliveries.
